The sliders move in 0.01-second steps and the cut happens on exact samples, so edits are click-free at typical zoom levels. For beat-exact edits, cut on a drum hit you can see on the waveform.
Can I cut a piece out of the middle?
Yes - choose Delete selection mode. The tool removes the highlighted region and joins the two remaining parts together.
